Will they ever realize nation building has failed, and bowing down to Islam only helps it advance across the world?</p>

<p>The soldiers that I have spoken to do not care for Islam as all, so this is not a knock on them, but on their so called <a href="http://loganswarning.com/2010/09/08/us-military-leaders-their-continued-ignorance-and-pandering-to-islam/"target="_blank">&#8220;leaders&#8221;.</a> The ones who drew up the war plans. It is time realize that supporting a Sharia state is not what US Soldiers should be doing. Afghanistan is not worth one drop of US blood. It is time to bring the troops home.</p>

Unfortunately these actions are continuing today, and here are some examples.</p>
<p>First there is Admiral Mike Mullen, <a href="http://loganswarning.com/2010/09/02/admiral-mike-mullen-ducks-my-comments-about-islam/" target="_blank">who will not respond to my comments about Islam on his Facebook page.</a> He is in favor of giving Pakistan more aid.</p>

<p>ISLAMABAD, Pakistan, Sept. 2, 2010 – Though relief efforts may help people in flood-ravaged Pakistan and the <strong>rest of the world sees the United States in a more favorable light than they had before</strong>, the U.S. objective here simply is to help, the chairman of the Joint Chiefs of Staff said.</p></blockquote>
<p>We have given the Islamic world billions, and the aid does not stop Muslims from pursuing their agenda of an Islamic world. Egypt is a perfect example of this. We have given them approximately <a href="http://www.usaid.gov/our_work/features/egypt/" target="_blank">$28 billion dollars over the past 30 years,</a> yet the Coptics there are <a href="http://loganswarning.com/2010/01/26/persecuted-coptic-christians-plea-to-obama-for-help/" target="_blank">still persecuted.</a> As for Pakistan, they will put you in jail for life for <a href="http://loganswarning.com/2010/03/05/pakistan-christian-gets-life-for-desecrating-koran/" target="_blank">&#8220;desecrating&#8221; a Koran.</a> Egypt and Pakistan are no friends of freedom, and we should be ending aid to all Muslim countries.</p>
<p>Next on the list are Chief of the National Guard Bureau, General Craig McKinley and General Casey. I recently found some <a href="http://loganswarning.com/2010/08/25/twitter-posts-show-top-us-military-officials-pandering-to-islam/" target="_blank">Twitter posts on a US government official&#8217;s page,</a> that spoke about them bowing to Islam at a US Military hosted Islamic dinner.</p>

<p>Now we move onto a man who should be discharged immediately for <a href="http://loganswarning.com/2009/12/09/us-maj-gen-jeffery-hammond-islam-is-a-beautiful-religion/" target="_blank">supporting the religion/ideology of the enemy, Major General Hammond.</a> He actually brought in Muslims in promote Islam to US troops.</p>

<p>Unfortunately today I see that the former Commanding General in Iraq, Raymond T. Odierno, is in denial about what happening across the word. In the video below, he states that most Muslims are &#8220;very moderate&#8221;. Really General, did they tell you this? Do you know that their religion <a href="http://loganswarning.com/2009/12/15/islam-101-lying-is-permissible/" target="_blank">encourages them to lie?</a> I have a few more questions. Then why in Egypt would the pro-Sharia Muslim Brotherhood easily win in a fair election? Why have the the Turks voted in the Islamist AKP Party twice? Now lets focus on Iraq. Where is the Iraq Muslim outrage against the <a href="http://loganswarning.com/2010/06/24/us-government-ignores-the-plight-of-iraqi-christians/" target="_blank">persecution of Christians there?</a> Why has the Iraqi government even shut out the Christians?</p>

<p>General, if most Muslims are &#8220;very moderate&#8221;, I challenge you to show me just one US Mosque that has spoken out against <a href="http://loganswarning.com/islamsharia-101sharia-mosques-in-america/" target="_blank">Sharia Law.</a> Unfortunately you are in deep denial.</p>
<p>Next is General McChrystal who might be the worst of the bunch. He was willing have more US Soldiers die, in support of the Sharia state of Afghanistan.</p>
<blockquote><p>McChrystal is equally critical of the command he has led since June 15. The key weakness of ISAF, he says, is that it is not aggressively defending the Afghan population. <strong>&#8220;Pre-occupied with protection of our own forces,</strong> we have operated in a manner that distances us &#8212; physically and psychologically &#8212; from the people we seek to protect. . . . The insurgents cannot defeat us militarily; but we can defeat ourselves.&#8221;</p>
<p><a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/09/20/AR2009092002920_pf.html" target="_blank">He also says that coalition forces will change their operational culture, in part by <strong>spending &#8220;as little time as possible in armored vehicles or behind the walls of forward operating bases.&#8221;</strong> Strengthening Afghans&#8217; sense of security will require troops to take greater risks, &#8221; but the coalition &#8220;cannot succeed if it is unwilling to share risk, at least equally, with the people.</a></p></blockquote>
<p>He had also stated that there has been enough fighting in Afghanistan, (that statement is a sign of strength&#8230;.) <a href="http://loganswarning.com/2010/01/25/clueless-mcchrystal-focuses-on-peace-with-taliban/" target="_blank">and that Taliban members can be in the government of Afghanistan.</a></p>
<blockquote><p><strong>“As a soldier, my personal feeling is that there’s been enough fighting,” said McChrystal.</strong></p>
<p>“I believe that a political solution to all conflicts is the inevitable outcome. And it’s the right outcome,” he added.</p>
<p><strong>Asked is he would be content to see Taliban leaders in a future government in the country, the general said: “I think any Afghans can play a role if they focus on the future, and not the past.”</strong></p></blockquote>
<p>Now lets move onto the top dog, General Petraeus, <a href="http://loganswarning.com/2010/07/01/general-david-petraeus-no-change-on-rules-of-engagement/" target="_blank">who has not changed the Rules of Engagement (ROE) that favor the enemy,</a> and still believes that nation building is working. Although I do understand his point that the upcoming <a href="http://loganswarning.com/2010/07/13/us-church-starts-international-burn-a-koran-day/" target="_blank">&#8220;Burn a Koran Day&#8221;</a> could make things worse overseas. But the other day Afghans <a href="http://abcnews.go.com/WN/Afghanistan/burn-quran-day-sparks-protests-afghanistan-petraeus-endanger/story?id=11569820" target="_blank">burned the America Flag,</a> and I have not seen him say a word about that.</p>

<p>Why doesn&#8217;t he ask for mutual respect? No, let me change that. Why doesn&#8217;t he demand it? Bowing down to a religion/ideology that calls for your dominance is not the answer.</p>

<p>Another example of this is the way the US Military members are ordered to handle the Koran. This is a sign of weakness.</p>

The guard is directed to don &#8220;clean gloves &#8230; in full view of the detainees prior to handling.&#8221; He must use &#8220;two hands &#8230; at all times when handling the Koran in a manner signaling respect and reverence.&#8221;</a></p></blockquote>
<p>Would today&#8217;s military &#8220;leaders&#8221; have respected Mein Kampf like this?</p>
<p>Captain Jennifer Gregoire has also catered to Islam, as she has the all female Marine unit in Afghanistan <a href="http://www.gmanews.tv/story/169856/Marines-try-a-womans-touch-to-reach-Afghan-hearts" target="_blank">running around with headscarfs on.</a></p>

<p>I frequently speak to US Soldiers, and nearly all of them clearly understand that  <a href="http://loganswarning.com/islamsharia-101sharia-mosques-in-america/" target="_blank">Islam itself is the problem,</a> and fighting a PC war does not cut it. It is their &#8220;leaders&#8221; that are the problem. They are no better than our PC politicians, and we will never win this war with our current leadership, government and military included. General Patton must be rolling in his grave.</p>

<p>Petraeus made the remarks in Brussels on Thursday during a briefing to NATO officials about the war in Afghanistan</p>
<p>The remarks come as there are fears among some NATO countries that Petraeus would make changes in the current rules of engagement, which put restrictions on coalition attacks to limit civilian casualties.</p>
<p><strong>The top US commander insisted that he had no plans to make it easier for NATO troops to use lethal force in operations in populated areas.</strong></p>
<p>He said keeping civilian casualties to an &#8220;absolute minimum&#8221; would remain a key objective.</p>
<p>Petraeus also insisted that the foreign forces must achieve unity in order to meet their objectives in Afghanistan.</p>
<p>His visit came just one day after the US Senate confirmed him as the new top commander.</p>
<p>US President Barack Obama picked Petraeus to take charge of the 140,000 foreign troops in Afghanistan after he fired General Stanley McChrystal for publicly criticizing White House officials.</p>
<p>Petraeus predicts the war in Afghanistan may get more intense over the next few months. <strong>He has also warned that it could take a number of years before Afghan security forces can take over from the US-led troops.</strong></p>
<p>The rising foreign casualties have sparked anger among the public in the countries allied with the US in Afghanistan.</p></blockquote>

<blockquote><p>Afghanistan war: US night raid sparks protest over civilian deaths<br />

<p>Kabul, Afghanistan – <strong>Irate demonstrators burned tires and blocked traffic in eastern Afghanistan</strong> on Thursday after U.S.-led forces killed an armed relative of an Afghan lawmaker during a night raid on her home, according to military and Afghan officials.</p>
<p>The confrontation was another setback for the American-led military coalition in Afghanistan, which has declared an aim of reducing civilian deaths and winning support from skeptical Afghans as it prepares for a prolonged summer offensive meant to hobble the Taliban.</p>
<p>U.S. Army Gen. Stanley McChrystal, the head of coalition forces in Afghanistan, has issued a series of orders meant to curtail civilian deaths, which alienate the public and provide fodder for insurgents.</p>
<p><strong>McChrystal recently put new constraints on controversial night raids,</strong> requiring Afghan forces to play an integral role and to take the lead when homes are entered.</p>
<p>The American military said Afghan soldiers took part in Wednesday night&#8217;s deadly search, but the Afghan family that was caught up in the raid questioned that contention.</p>
<p>&#8220;I didn&#8217;t see any Afghan forces,&#8221; said Shah Fasial Sidiqi, the younger brother of Afghan lawmaker Safiya Sidiqi and one of those whom U.S. forces held for several hours during the raid.</p>
<p>Demonstrators took to the streets in Nangarhar province Thursday as Safiya Sidiqi denounced the U.S. for the raid that killed one of her relatives.</p>
<p><strong>&#8220;I was afraid of Taliban, and now I can say the Americans are the enemy of the women of Afghanistan,&#8221; she told McClatchy.</strong></p>
<p>Sidiqi wasn&#8217;t home when the raid began late Wednesday night at her village in Nangarhar province, east of Kabul.</p>
<p>However, her brother, Shah Fasial Sidiqi, a resident of Canada who&#8217;d returned to Afghanistan earlier this week to visit his family, was there when the Americans came looking for a Taliban leader.</p>
<p>He said that more than 80 U.S. soldiers took over the family compound before midnight. The Americans tied up 15 men, women and children and blindfolded the Sidiqi relatives, he said.</p>
<p>The grocery store worker from Toronto said he told the Americans that they were taking over the home of a lawmaker.</p>
<p>&#8220;They said, &#8216;We know,&#8217; &#8221; he told McClatchy on Thursday.</p>
<p>During the search, Safiya Sidiqi said, one of her brothers-in-law emerged from a neighboring house with an old hunting rifle and was shot.</p>
<p>In a statement, U.S. forces said that the man was killed after he took aim at American and Afghan troops who were taking part in the raid. The news release said that intelligence had led them to search the homes for a &#8220;Taliban facilitator,&#8221; though no arrests were made.</p>
<p>The controversy is the latest to hamper U.S. efforts to win increased support from Afghans.</p>
<p>Afghan President Hamid Karzai has long been critical of night raids. Last month, McChrystal imposed tighter rules on the operations.</p>
<p><strong>An Afghan man is &#8220;conditioned to respond aggressively in defense of his home and his guests whenever he perceives his home or honor is threatened,&#8221; McChrystal said at the time.</strong></p>
<p>&#8220;In a similar situation, most of us would do the same,&#8221; he said. &#8220;This reaction is compounded when our forces invade his home at night, particularly when women are present. Instinctive responses to defend his home and family are sometimes interpreted as insurgent acts, with tragic results.&#8221;</p>
<p>The directive was part of an ongoing effort by McChrystal that had some initial success in reducing civilian deaths.</p>
<p>Last year, civilian deaths due to American-led forces and the Afghan government fell by nearly 30 percent, according to a U.N. report this year. Civilian deaths rose 14 percent in 2009 and hit their highest levels of the decade. The U.S. and its allies were responsible for about a quarter of those 2,412 deaths, the U.N. report said.</p>
<p>Since then, the campaign to contain such deaths has had a series of setbacks.</p>
<p>There&#8217;s been a dramatic spike in civilian deaths in the first three months of this year. According to military figures, the international coalition and its Afghan allies killed 87 civilians in Afghanistan over that period, a significant jump from the first quarter of 2009, when the coalition said it was responsible for the deaths of 29 Afghan civilians.</p>
<p>American officials said the jump was the result, in part, of accelerated military operations and a flood of new troops into Afghanistan.</p>
<p>Even so, a series of military missteps in recent months has undermined McChrystal&#8217;s overriding message.</p>
<p>Earlier this month, the U.S. military apologized for a botched special forces raid in February that killed five civilians, including two pregnant women.</p>
<p>The military was forced to admit responsibility for the deaths after The Times of London questioned the official version of the attack, which suggested that Taliban fighters had killed the women.</p>
<p>Two weeks ago, protesters denounced the United States after American forces in Kandahar killed four civilians when they fired on a bus that was following a military convoy outside the city.</p>
<p>On Thursday, U.S. military officials said they were looking into the latest controversy.</p>
<p>&#8220;We are taking Safiya Sidiqi&#8217;s allegations seriously and thoroughly reviewing our actions and intelligence connecting the Taliban facilitator to that particular compound,&#8221; said U.S. Army Col. Wayne Shanks, the chief of public affairs for the International Security Assistance Force in Afghanistan.</p>
<p>Shah Fasial Sidiqi criticized the Americans for the raid and said that even if his relative was armed, they shouldn&#8217;t have killed him in the murky circumstances.</p>
<p><strong>&#8220;This is a shame for America,&#8221; he said. &#8220;They are worse than the Taliban.&#8221;</strong></p></blockquote>

<blockquote><p>Lawmakers: Afghan leader threatens to join Taliban<br />

<p>KABUL – <strong>Afghan President Hamid Karzai threatened over the weekend to quit the political process and join the Taliban if he continued to come under outside pressure to reform, several members of parliament said Monday.</strong></p>
<p>Karzai made the unusual statement at a closed-door meeting Saturday with selected lawmakers — just days after kicking up a diplomatic controversy with remarks alleging foreigners were behind fraud in last year&#8217;s disputed elections.</p>
<p>Lawmakers dismissed the latest comment as hyperbole, but it will add to the impression the president — who relies on tens of thousands of U.S. and NATO forces to fight the insurgency and prop up his government — is growing increasingly erratic and unable to exert authority without attacking his foreign backers.</p>
<p><strong>&#8220;He said that &#8216;if I come under foreign pressure, I might join the Taliban&#8217;,&#8221; said Farooq Marenai, who represents the eastern province of Nangarhar.</strong></p>
<p>&#8220;He said rebelling would change to resistance,&#8221; Marenai said — apparently suggesting that the militant movement would then be redefined as one of resistance against a foreign occupation rather than a rebellion against an elected government.</p>
<p>Marenai said Karzai appeared nervous and repeatedly demanded to know why parliament last week had rejected legal reforms that would have strengthened the president&#8217;s authority over the country&#8217;s electoral institutions.</p>
<p><strong>Two other lawmakers said Karzai twice raised the threat to join the insurgency.</strong></p>
<p>The lawmakers, who spoke on condition of anonymity for fear of political repercussions, said Karzai also dismissed concerns over possible damage his comments had caused to relations with the United States. He told them he had already explained himself in a telephone conversation Saturday with Secretary of State Hillary Rodham Clinton that came after the White House described his comments last week as troubling.</p>
<p><strong>White House spokesman Robert Gibbs said reports Karzai threatened to abandon the political process and join the Taliban insurgency if he continued to receive pressure from Western backers to reform his government are troubling</strong>.</p>
<p>&#8220;On behalf of the American people, we&#8217;re frustrated with the remarks,&#8221; Gibbs told reporters.</p>
<p>The lawmakers said they felt Karzai was pandering to hard-line or pro-Taliban members of parliament and had no real intention of joining the insurgency.</p></blockquote>

<blockquote><p>Tighter Rules Fail to Stem Deaths of Innocent Afghans at Checkpoints<br />

<p>KABUL, Afghanistan — American and NATO troops firing from passing convoys and military checkpoints have killed 30 Afghans and wounded 80 others since last summer, but in no instance did the victims prove to be a danger to troops, according to military officials in Kabul.</p>
<p><strong>“We have shot an amazing number of people, but to my knowledge, none has ever proven to be a threat,” said Gen. Stanley A. McChrystal,</strong> who became the senior American and NATO commander in Afghanistan last year. His comments came during a recent videoconference to answer questions from troops in the field about civilian casualties.</p>
<p><strong>Though fewer in number than deaths from airstrikes and Special Forces operations, such shootings have not dropped off, despite new rules from General McChrystal seeking to reduce the killing of innocents. The persistence of deadly convoy and checkpoint shootings has led to growing resentment among Afghans fearful of Western troops and angry at what they see as the impunity with which the troops operate — a friction that has turned villages firmly against the occupation.<br />
</strong></p>
<p>Failure to reduce checkpoint and convoy shootings, known in the military as “escalation of force” episodes, has emerged as a major frustration for military commanders who believe that civilian casualties deeply undermine the American and NATO campaign in Afghanistan.</p>
<p>Many of the detainees at the military prison at Bagram Air Base joined the insurgency after the shootings of people they knew, said the senior NATO enlisted man in Afghanistan, Command Sgt. Maj. Michael Hall.</p>
<p>“There are stories after stories about how these people are turned into insurgents,” Sergeant Major Hall told troops during the videoconference. “Every time there is an escalation of force we are finding that innocents are being killed.”</p>
<p>One such case was the death of Mohammed Yonus, a 36-year-old imam and a respected religious authority, who was killed two months ago in eastern Kabul while commuting to a madrasa where he taught 150 students.</p>
<p>A passing military convoy raked his car with bullets, ripping open his chest as his two sons sat in the car. The shooting inflamed residents and turned his neighborhood against the occupation, elders there say.</p>
<p>“The people are tired of all these cruel actions by the foreigners, and we can’t suffer it anymore,” said Naqibullah Samim, a village elder from Hodkail, where Mr. Yonus lived. “The people do not have any other choice, they will rise against the government and fight them and the foreigners. There are a lot of cases of killing of innocent people.”</p>
<p>After assuming command last summer, General McChrystal moved to reduce the killing of civilians through directives that, according to United Nations human rights researchers, have led to a 28 percent reduction in such casualties last year by American, NATO and Afghan forces. The biggest impact was reducing deaths from aerial attacks, which fell by more than a third in 2009, the United Nations found.</p>
<p>More recently, General McChrystal moved to bring nearly all Special Operations forces in Afghanistan under his control. NATO officials said concern about civilian casualties caused by these forces was partly behind the decision, along with the need to better coordinate units and ensure that local commanders were aware of what was happening.</p>
<p>One unit could be doing counterinsurgency, while another carried out “a raid that might in fact upset progress,” General McChrystal explained during the videoconference.</p>
<p><strong>He also challenged criticism that some of the new rules might hinder troops’ safety. “Nothing has changed to limit your right or responsibility to defend yourself,” he said.</strong></p>
<p>Shootings from convoys and checkpoints involving American, NATO and Afghan forces accounted for 36 civilian deaths last year, down from 41 in 2008, according to the United Nations. With at least 30 Afghans killed since last June in 95 such shootings, according to military statistics, the rate shows no signs of abating.</p></blockquote>

<p>Apparently our &#8220;ally&#8221; Karzai has no problem with kissing up to the Taliban either. The Taliban will use any talks just as Hamas and Hezbollah does with Israel. They will use them to stall, and regroup. A few questions that come to mind here are, do US &#8221;leaders&#8221; have the will to win?  The other question is, does Karzai support the Islamist group over America? I think that the answers are clear. No more nation building please.</p>

<p>KABUL – Afghan officials say the Afghan government was holding secret talks with the Taliban&#8217;s No. 2 when he was captured last month in Pakistan.</p>
<p><strong>A close aide to President Hamid Karzai says the arrest infuriated the Afghan leader.</strong> It also raised the question of whether the United States is willing to back peace discussions with top Taliban leaders who harbored the al-Qaida terrorists behind the Sept. 11 attacks.</p>
<p><strong>Karzai&#8217;s aide says the president &#8220;was very angry&#8221; when he heard that Mullah Abdul Ghani Baradar was picked up by the Pakistanis with an assist from U.S. intelligence.</strong></p>
<p>The confidante, who spoke on condition of anonymity because of their sensitive nature, says Baradar had also &#8220;given a green light&#8221; to participating in a three-day peace assembly that Karzai is hosting next month.</p></blockquote>

<blockquote><p>NATO details its Afghan night raids policy<br />

<p>KABUL – A new directive from NATO&#8217;s top commander in Afghanistan orders coalition forces to avoid night raids when possible, but to bring Afghan troops with them if they must enter homes after dark.</p>
<p><strong>The coalition released details of Gen. Stanley McChrystal&#8217;s new policy Friday — changes that are meant to cut down on the storm of complaints from Afghan people.</strong></p>
<p>Though McChrystal&#8217;s order falls short of the complete ban on night raids sought by President Hamid Karzai, it does reflect new sensitivities by NATO at a time when the coalition is pursuing a strategy of gaining Afghan public trust in a bid to rout Taliban extremists.</p>
<p>McChrystal had issued the order in late January — as reported by The Associated Press last week — and portions of the classified directive were made public Friday by his headquarters. <strong>It follows the NATO commander&#8217;s move to limit the use of airstrikes last year that were responsible for the bulk of civilian deaths.</strong></p>
<p><strong>&#8220;Despite their effectiveness and operational value, night raids come at a steep cost in terms of the perceptions of the Afghan people,&#8221;</strong> according to excerpts of his directive.</p>
<p><strong>&#8220;In the Afghan culture, a man&#8217;s home is more than just his residence. &#8230; Even when there is no damage or injuries, Afghans can feel deeply violated and dishonored, making winning their support that much more difficult,&#8221; it said.</strong></p>
<p>The directive tells troops &#8220;to explore all other feasible options before effecting a night raid.&#8221;</p>
<p>However, if night raids are conducted, Afghan security forces &#8220;should be the first force seen and the first voices heard by the occupants of any compound entered.&#8221;</p>
<p>The order requires that Afghan troops must be included in the planning and execution of all night raids, and that Afghan government representatives must be notified in advance. When possible, community elders also need to be consulted.</p>
<p>It also said that all searches during the raid must be led and accomplished primarily by Afghan forces, including the search of women by women. <strong>Compensation for property seized or damaged must also be made — reiterating a practice already in place.</strong></p>
<p>Tensions have risen over civilian deaths and injuries caused during NATO operations as additional coalition troops have poured into Afghanistan as part of a bid to try and turn the tide against the resurgent Taliban.</p>
<p>But even as NATO mounts a massive ongoing offensive against militants in southern Afghanistan, Taliban insurgents continued to mount their attacks in the rest of the country.</p>
<p>In the capital, Karzai met with India&#8217;s Foreign Secretary Shivshankar Menon and expressed his regret and condolences for the Feb. 26 attacks in Kabul, claimed by the Taliban, that killed 16 people, including six Indians, Karzai&#8217;s office said Friday. Menon invited the Afghan leader to India and reaffirmed India&#8217;s commitment to rebuilding Afghanistan.</p></blockquote>

<blockquote><p>Forces in Afghanistan told to limit nighttime raids<br />

<div><strong>A new classified directive to coalition forces in Afghanistan puts restrictions on nighttime raids of Afghan homes and compounds, according to a senior U.S. official who has seen the document.</strong></div>
<p><strong>The official declined to be identified because a declassified version of the document has not been made public. The directive is signed by Gen. Stanley McChrystal, the top NATO commander in Afghanistan, the official said.</p>
<p></strong>The directive comes as the coalition seeks to reduce tension between its military forces and Afghan civilians in an effort to maintain Afghan public support.</p>
<p><strong>Nighttime raids in which troops enter private homes have sparked problems for U.S. and NATO forces. The raids are viewed as overly invasive &#8212; a violation of the privacy of the home in Afghan culture &#8212; and they can turn violent.</strong></p>
<p>The document orders forces to use Afghan troops at night &#8220;whenever possible&#8221; to knock on doors of residences and compounds, and to use them if forcible action is required for entry, the official said.</p>
<p>But the directive also orders troops to &#8220;conduct an analysis&#8221; of whether it is militarily essential to conduct a raid at night or whether it can be put off until daylight, the official said. If troops can keep a target under surveillance but wait for daylight, they then can enlist the aid of village elders, perhaps, in determining if a home or compound poses a threat, the official said.</p>
<p>The official emphasized that troops always have the right to defend themselves and are given leeway to use their best judgment on the battlefield.</p>
<p>McChrystal also is updating another directive, first issued last year, on conducting operations to minimize civilian casualties, the official said.</p>
<p>The updated version, which is yet to be published, <strong>will include &#8220;more clarity&#8221; for troops on how to operate in &#8220;escalation of force&#8221; incidents, such as when a vehicle approaches a checkpoint in a potentially threatening manner and troops must decide whether, and when, to fire at it.</strong> The official declined to offer further details but said the aim is to make sure even the most junior troops have full understanding of rules and procedures.</p>
<p><strong>Some troops and local commanders have expressed concerns that recent rules can inhibit their ability to take action under fire.</strong></p>
<p>These directives come as the coalition has been involved in several recent incidents in which civilians were inadvertently killed, and as the coalition conducts major operations in southern Afghanistan.</p>
<p>McChrystal released a video message to the Afghan populace apologizing for an incident this week in which 27 Afghan civilians were killed.</p>
<p>&#8220;I have made it clear to our forces that we are here to protect the Afghan people. I pledge to strengthen our efforts to regain your trust to build a brighter future for all Afghans,&#8221; he said in the message.</p>
<p>The official said the documents may be made public in the coming weeks, after current operations ease.</p></blockquote>

<blockquote><p>McChrystal focuses on peace with Taliban: report<br />
LONDON — The  NATO commander in Afghanistan said his troop surge could lead to a negotiated  peace with the Taliban, in an interview published Monday ahead of a major  conference this week on the war.</p>
<p>US General Stanley McChrystal also told  the Financial Times he hopes his allies will leave Thursday&#8217;s meeting in London  with a &#8220;renewed commitment&#8221; to the increasingly bloody conflict.</p>
<p>By using  the 30,000-strong surge in US troops to secure territory stretching from the  Taliban&#8217;s southern heartlands to Kabul, the general said he aims to weaken the  insurgency so much its leaders would accept a political  settlement.</p>
<p><strong>&#8220;As a soldier, my personal feeling is that there&#8217;s  been enough fighting,&#8221; said McChrystal.</p>
<p>&#8220;I believe that a political  solution to all conflicts is the inevitable outcome. And it&#8217;s the right  outcome,&#8221; he added.</strong></p>
<p><strong>Asked is he would be content to see Taliban  leaders in a future government in the country, the general said: &#8220;I think any  Afghans can play a role if they focus on the future, and not the  past.&#8221;</strong></p>
<p>The US troop surge, announced by President Barack Obama in  December, is pouring tens of thousands of extra troops into Afghanistan this  year on top of 70,000 already there.</p>
<p>More than 113,000 international  soldiers are fighting the Taliban under US and NATO command and losing soldiers  almost daily, in the conflict which started with the US-led invasion of  2001.</p>
<p>As major powers prepare to map the way forward in Afghanistan at  the London conference, McChrystal urged: &#8220;I&#8217;d like everybody to walk out of  London with a renewed commitment, and that commitment is to the right outcome  for the Afghan people.&#8221;</p></blockquote>
