Minarets, the hijab, Arabic dress for men are all just the equivalent of a dog pissing on a fire hydrant - the muslims are marking their territory. The Bolivians should tell the Iranians to shove their money; also, this might be a good chance for a Western nation to step in and fund the hospital, no strings attached.
